New Delhi: The two terrorists arrested by Maharashtra Anti-Terrorism Squad (ATS) in Mumbai on Saturday night for planning terror attacks at ONGC installations and two markets in the metropolis are suspected to be part of ISI’s ‘Karachi Project’ — which is being implemented by the Lashkar-Indian Mujahideen (LeT-IM) combo to carry out attacks in India using locals.
The duo—Andul Latif alias Guddu and Riyaz Ali—were in touch with their handlers in Karachi, the Pakistani port city where all top IM leaders including Amir Raza Khan and Bhatkal brothers—Riyaz and Iqbal—are holed up under ISI protection.
“Their phone calls were monitored for nearly three weeks. The Centre had alerted ONGC and Maharashtra government the moment it sensed danger,” a senior security official said.
Referring to phone calls made to the duo from Karachi, sources in the home ministry said the terrorists were getting instructions from someone called ‘Uncle’ who “appeared to be an Indian” considering the “accent” and “certain words” used by him during the telephone conversations.
Although officials in security agencies refused to hazard a guess in identifying the ‘Uncle’ at this juncture, saying even Pakistani nationals could acquire such an accent and use some words to divert attention, they indicated that he could be one of the top IM leaders or LeT members who have taked shelter in Pakistan.
One of the three dossiers handed over to Pakistan by India on February 25 during foreign secretary-level talks here had carried a detailed list of Indian terrorists including IM and LeT members. According to the dossier, besides Amir Raza Khan and Bhatkal brothers, the others holed up in Karachi are Rasool Khan alias Party, Mohammed Abdul Aziz alias Gidda, Syed Zabiuddin Ansari, Fayyaz Kagzi alias Arsalan, Mohammed Rahil Shaikh, Mufti Sufiyan, Shaikh Ezaz alias Shergil, Shahnawaz Alam and Shaikh Masood alias Azhar.
Indian agencies had come to know about ISI’s ‘Karachi Project’ through the FBI which quizzed US jihadi David Headley.
